Pathogens can become resistant to chemical treatments. Repeated use of the same fungicide eventually results in a chemical resistant pathogen that becomes very difficult to treat. This article dealing with Downy Mildew disease in some fruits lays it out very simply, and though it is about plants in the curcurbit family, the principle remains the same.
